Bay Harbor

Funding for the Bay Harbor Improvement Association (BHIA) currently comes from annual dues of $150 for each member of Bay Harbor Improvement Association; there are currently about 130 members. Anyone of the approximately 344 property owners in the four member subdivisions is eligible to join BHIA. In addition BHIA conducts additional fundraising through garage sales and the annual meeting raffle and silent auction. Also, BHIA is actively engaged in fund raising for the Island Restoration project, and these funds are kept separate from the operating funds for BHIA.

In general the board feels there are insufficient funds for the many current and potential projects needed within the member subdivisions of Bay Harbor.

The Membership Base Expansion Committee is currently investigating other methods of increasing operating funds, including efforts to increase membership, forming a Public Improvement District as defined in the Texas Local Government Code, Chapter 372, and once again looking at the possibility of asking property owners to voluntarily modify their deed restriction to make membership and dues payment for BHIA mandatory. Updates on these investigations are discussed at each monthly board of directors meeting.
